A BOQ template is easy to download. A BOQ that stays usable during delivery is harder.
This post gives you a practical BOQ (Bill of Quantities) format for UAE teams and the rules that keep it operationally usable for procurement and cost control.

What a BOQ must do (beyond listing quantities)
An operational BOQ must:
- Be structured for rollups and reporting
- Be standardized (units, naming, assemblies)
- Be reviewable (approvals and baselines)
- Be procurement-ready (required vs ordered visibility)
- Be traceable (estimate → PO → GRN → payment)
If you skip these, you will end up with a BOQ that is “complete” but not operable.
A practical BOQ template (UAE) structure
Use this as a starting format (adapt to your organization):
1) Project metadata
- Project name
- Location (Dubai / UAE)
- Version/revision
- Prepared by
- Approval status
- Date
2) Hierarchy (recommended)
Use a hierarchy that stays stable as the project evolves. Example levels:
- Project
- Zone / Building
- Trade / Package
- Assembly
- Component
- Material / Item
The key is deterministic rollups.
3) BOQ line item fields
For each line item:
- Code / reference
- Description
- Unit of measure (UoM)
- Quantity
- Rate (if applicable)
- Amount
- Notes/assumptions
- Linked assembly (if applicable)
- Linked item/vendor category (if applicable)
4) Labor vs materials (when needed)
If you need better cost control, split:
- Labor types / productivity assumptions
- Material items and quantities
This enables procurement and reporting to operate off the same baseline.
5) Baseline and changes
Define:
- Baseline version (“this is the BOQ procurement started from”)
- Revision method (how changes are captured)
- Approval rules for changes (what needs sign-off)
If you allow silent overwrites, auditability collapses.
The most common BOQ template mistakes
- Units are inconsistent
- Item naming is free-text and duplicated
- Assemblies are copied and drift between projects
- Baselines are not explicit
- Procurement has to rebuild scope manually
