Petty Cash Controls and Reconciliation for Dubai Teams

    Why petty cash leaks

    Petty cash fails when three things are missing: a spending ceiling per transaction, a mandatory receipt for every disbursement, and a regular reconciliation cycle. Without these, small amounts accumulate into material variances that only surface at month-end.

    Common failures in Dubai operations:

    1. No per-transaction limit — staff use petty cash for items that should go through procurement
    2. Receipts collected but not matched to disbursements until reconciliation
    3. Multiple wallets across sites with no centralized visibility

    Wallet structure

    Set up one wallet per site or department. Each wallet needs:

    • A custodian with a defined replenishment limit
    • A maximum single-transaction amount (typically AED 500-1,000)
    • A dedicated GL account that maps to your chart of accounts
    • A reconciliation frequency (weekly for active sites, monthly for offices)

    Disbursement workflow

    Every petty cash payment should follow this sequence:

    1. Staff submits a request with amount, category, and purpose
    2. Custodian verifies the amount is within the per-transaction limit
    3. Cash is disbursed and the receipt is attached immediately
    4. The transaction is logged against the wallet balance

    No receipt, no disbursement. Enforce this without exceptions.

    Reconciliation controls

    At each reconciliation cycle:

    1. Count the physical cash in the wallet
    2. Compare against the system balance (opening balance minus disbursements plus top-ups)
    3. Investigate any variance above a defined threshold (e.g., AED 50)
    4. Attach the signed reconciliation report as evidence
    5. Route variances for approval before adjustment

    Replenishment process

    When the wallet balance drops below a threshold:

    • Custodian submits a replenishment request with the disbursement log
    • Finance reviews the log and approves the top-up
    • The replenishment amount resets the wallet to its float level
    • A journal entry records the expense categories from the disbursement log

    Keep the replenishment trail in your audit log so every dirham is traceable from wallet to GL.
