    The Wage Protection System is not optional in the UAE. Every private-sector employer must pay salaries through an approved bank or exchange house, using a SIF (Salary Information File) format that MOHRE can audit. Late payments, underpayments, or missing filings trigger automatic flags.

    What WPS requires

    Every monthly payroll cycle must:

    1. Generate a SIF file that matches MOHRE's format exactly
    2. Submit the SIF through an approved agent (bank or exchange house)
    3. Ensure wages are credited to employees' accounts within the regulatory window
    4. Cover all employees on your MOHRE establishment card

    The SIF file includes employee ID (labour card number), bank account details, salary amount, and allowances. Errors in any field cause rejections, and rejections count as non-compliance.

    The payroll-to-WPS process

    Run this process every month without exception:

    1. Lock payroll: finalize all salary calculations including overtime, deductions, and allowances
    2. Generate SIF: export the SIF file from your payroll system in the exact MOHRE format
    3. Review SIF: compare SIF totals to your payroll register — they must match to the fils
    4. Submit to bank: upload the SIF to your WPS agent before the payment deadline
    5. Confirm processing: verify that the bank has processed and reported the file to MOHRE
    6. Archive evidence: store the SIF file, bank confirmation, and payroll register for audit

    Common compliance failures

    These are the issues that trigger MOHRE flags:

    • Late filing: salary not paid within 15 days of the due date
    • Underpayment: SIF amount is less than the contractual salary on the labour card
    • Missing employees: headcount on the establishment card does not match the SIF submission
    • Wrong bank details: employee bank accounts rejected by the WPS agent
    • Split payments: paying part of the salary outside WPS (cash top-ups are a red flag)

    Controls that keep you compliant

    • Headcount reconciliation: before every SIF submission, reconcile your active employee list against the MOHRE establishment card
    • Salary validation: compare each employee's SIF salary to their contractual salary — flag any discrepancy
    • Deadline tracking: set a firm internal deadline at least 5 days before the MOHRE deadline to allow for bank processing and resubmissions
    • Exception reporting: generate a report of any employees excluded from the SIF and document the reason (e.g., on leave without pay, terminated before pay period)

    Connecting WPS to your financials

    Every WPS payment should post to your general ledger automatically:

    • Debit salary expense accounts by department or cost center
    • Credit the bank account used for WPS disbursement
    • Record employer contributions (pension, insurance) as separate journal entries

    Your trial balance should reflect the full payroll cost, and your cash flow report should show WPS disbursement per pay period. If these numbers do not match your SIF totals, investigate before closing the month.
