1) Define the baseline and keep it connected
Variance is only meaningful if the baseline is stable and linkable:
- BOQ / estimate baseline
- procurement commitments (RFQ → award → PO)
- receipts (GRN) and vendor bills
- payments and reporting
2) Route exceptions, not raw data
Operators do not want 500 alerts. They want a queue of exceptions with:
- reason code
- linked evidence (quote, PO, GRN, invoice)
- owner routing + escalation paths
3) Keep commitments approval-gated
When variance implies scope or commitment changes, keep actions approval-gated. AI can draft and summarize; humans approve.
